UN Action’s Impact

Sudan faces intensified hostilities, fuelled by a steady flow of arms, facing the largest displacement crisis globally. Sudan represents a compelling example of how UN Action’s three core pillars (advocacy for action, knowledge building, and in-country operational support) are mutually reinforcing and deliver tangible impact when applied in a highly volatile conflict setting.

In-Country Operational Support

UN Action supported the project Mitigating Risks and Enhancing the Response to GBV, including CRSV, in Conflict-Affected States in Sudan, implemented by UNFPA and UNHCR between April 2024 and March 2025. The project focused on restoring essential facilities, improving living conditions, and addressing urgent protection risks for displaced women and girls, while expanding access to sexual and reproductive health and other life-saving services, particularly in West and Central Darfur. Through this intervention, more than 8,000 women and girls accessed multisectoral services, including psychosocial care, protection assistance, and economic empowerment support. Community awareness-raising activities reached 13,530 individuals, contributing to stigma reduction and prevention efforts, while 441 humanitarian workers and frontline responders received targeted capacity-building training to strengthen quality, coordination, and referral pathways. In addition, 44 women completed vocational training and received start-up kits and seed funding to launch income-generating activities, reinforcing longer-term resilience.

Advocacy for Action

These operational results were reinforced by UN Action’s advocacy for action, ensuring sustained high-level attention to CRSV despite the protracted nature of the crisis. This was exemplified by the April 2025 mission of the SRSG-SVC, Ms. Pramila Patten, to Port Sudan, supported by UN Action and marking two years since the outbreak of war. The mission included direct engagement with survivors and service providers, visits to shelters, and high-level dialogue with authorities, culminating in the signing of a renewed Framework of Cooperation on the Prevention and Response to Sexual Violence in Conflict with the Government of Sudan, anchored in concrete commitments.

Knowledge Building

In August 2025, with UN Action’s critical support, the Office of the SRSG-SVC conducted a follow-up technical mission emphasizing inclusive consultation and national ownership. Government ministries, civil society, and UN entities jointly contributed to the process, which concluded with a UN Action–led workshop to co-develop the Framework’s Implementation Plan, an essential step toward an actionable, survivor-centred roadmap for CRSV prevention and response.

Further strengthening in-country capacity, UN Action supported the deployment of a Senior Women’s Protection Advisor to Sudan, enhancing coordination between the Government and the UN system and reinforcing the delivery of holistic, multisectoral services for survivors through UN Action partners. Building on this integrated approach, UN Action has also developed a second phase of its Sudan programme, ensuring continuity of support and sustained impact amid ongoing conflict.
