The Guidebook on State Obligations for Conflict-Related Sexual Violence (CRSV) is a practical and accessible resource developed in June 2023 by the Mukwege Foundation to help survivors, civil society organizations, policymakers, legal practitioners, and government representatives understand States’ obligations under international law to prevent and respond to conflict-related sexual violence.
The Guidebook compiles international legal standards and obligations across four key areas: prevention, justice and accountability, humanitarian response, and reparations. It serves as a valuable tool for strengthening advocacy, supporting survivor-centered responses, and promoting compliance with international humanitarian law, international human rights law, and UN Security Council resolutions.
